Richmond Hill man charged with $600,000 construction fraud, police urge other victims to come forward

Richmond Hill (Jan 19) – York police have charged a Richmond Hill man with multiple fraud charges and are urging more victims to come forward.

In 2022, an investigation began into a construction company operating as National Concrete Forming and Pars Concrete. The suspect purchased concrete forms and other construction materials using fraudulent bank drafts, police said in a news release. He would then sell those items onto third parties at a discounted rate. By the time the initial sellers discovered the bank drafts were fake the money was gone. These transactions total $600,000 in frauds.

On January 16, 2024, a warrant was executed at an address in Toronto associated to company owner Ruzbeh Akhlaghi, where he was arrested and drugs were seized.

The victims’ trust was gained before they accepted large bank drafts for products. Investigators believe that similar transactions have been made for several years across the Greater Toronto and Hamilton Area, and that there are many more victims that have yet to come forward.

The accused photo is being released, as well as an image of his fraudulent company’s business card. Investigators are urging any potential victims to come forward.

At the time of these offences, Akhlaghi was on probation for previous unrelated crimes.
