Mississauga (Mar 11) Police have arrested a 24-year-old man from Peel Region for 168 auto crimes following an investigation into an unlicensed car dealer and broker facilitating the sale and transfer of vehicles. Investigators anticipate more charges to be laid.
Between June 2023 and early 2024, Milton Hylton allegedly made several fraudulent transactions through the Ministry of Transportation (M.T.O.) and Service Ontarios across the province involving over 100 vehicles, Peel police said in a news release.
Milton is believed to have utilized loopholes in the Service Ontario procedures that allow “authorized” individuals to conduct third-party transactions related to motor vehicles when specific criteria are met. These transactions include: Registering a vehicle, permit replacement, colour change, obtaining a Used Vehicle Information Package (UVIP), permit transfer, licence plate replacement, fine payment.
Several of the vehicles registered by Milton as a third party have been identified as re-vin vehicles. (“Re-vinning” is the alteration of a Vehicle Identification Number (V.I.N.) of a stolen vehicle, replacing it with a V.I.N. from another vehicle to pass as legitimate.) Some of the vehicles have been located and confirmed to be stolen; however, a large number of these vehicles are still active on the road, and police are making attempts to locate and seize them for examination.
Investigators have been in contact with several victims, both individuals and businesses, who have had vehicles registered to their name by Milton without authorizing him to do so.
Milton who was arrested on Thursday faces 168 Criminal Offences charges of Uttering Forged Documents and Trafficking of Stolen Goods.
Investigators believe that members of Milton’s family and other individuals are also complicit in this crime and anticipate additional arrests and charges to be laid. This is a large-scale crime affecting many vehicles in multiple jurisdictions across Ontario. Investigators are appealing to the public for assistance in locating additional victims and vehicles.
